In October 2010, Carplus received a £200,000 grant from Transport Scotland to facilitate the Developing Car Clubs in Scotland (DCCS) programme. The programme aims to kick-start car clubs in Scotland as part of the government’s support for energy efficiency and carbon reduction in Scottish transport.
Carplus is providing technical support and funding resources to a number of community organisations which are in the process of setting up car clubs in partnership with car club operators. Carplus is also planning a programme of work to expand the car club network in Scottish cities.
2010 – 2011
Establishing demonstration projects in market towns and rural areas has been a key aim in this period. Following the launch of the DCCS programme in November 2010, ten communities were selected for car club schemes. These schemes will launch during the second phase of the programme.
A market assessment study to identify additional target areas throughout mainland Scotland was also initiated in this period.
2011 – 2012
Extending car club coverage in Scotland’s major urban centres is a second aim of the DCCS programme. Over the period 2011 – 2012, we are hoping to support the launch of a car club in Aberdeen and lay solid foundations for a scheme in Dundee. In the Clyde Valley area, we will be working with local authorities and operators to promote an expansion in existing coverage beyond Glasgow centre and the “West End”.
Also in this period we expect some of those communities and local authorities who are currently testing the market and preparing the business case to be ready to make detailed proposals. We expect a range of pioneering schemes to be in place to act as demonstration projects for other communities and councils. This will be facilitated by Carplus who will provide access to the lessons learnt and disseminate good practice.
